In 2019, Inform Planning prepared a Functional Program for the Ministry of Citizen’s Services, Emergency Management BC (EMBC) for a centralized post disaster facility that could function as a catastrophic emergency response and recovery centre, a Provincial Emergency Coordination Centre and a Provincial Regional Emergency Operations Centre.

The building, which would also accommodate EMBC's offices and hotel workspaces for Government employees year-round, will enable EMBC to continue operations in the immediate and sustained response and recovery phases following a catastrophic emergency.
